The Elector of Trier, Johann Philipp von Walderdorff, laid the foundation stone for the building, designed by the architect Johannes Seiz, in 1765. The French turned it into their prefecture of the Saar department (1794-1815). When the Prussians moved into Trier in 1815, the "Old Government" was established here at today's Domfreihof.
Following the general refurbishment of the entire complex at the turn of the millennium, the building with remnants from the Middle Ages (Jerusalem Tower) is used by Trier residents and guests for many functions (city library, adult education centre, gallery, registry office, senior citizens' office, youth centre, wine shop, retail outlets, etc.).
